Network Neutrality and “Discrimination Shifting”

چکیده
1 Waterman & Choi (2011) sketches the economic model of this paper in narrative form. Abstract An important aspect of the network neutrality debate is whether government should regulate only Internet service provider (ISP) transactions with upstream content providers, or to also regulate transactions with consumers. A simple model shows that a non-discrimination access rule, applied only to discrimination by an ISP among competing upstream content providers, may have the effect of shifting similar ISP behavior downstream to the consumer retail level, unless discrimination in that market is also controlled. The Federal Communication Commission's final 2010 rules attempt to control discrimination both at the access and the retail level, which our analysis suggests to be a necessary condition for them to be effective.

Network Neutrality and Network Management Regulation: Quality of Service, Price Discrimination, and Exclusive Contracts
We compare four approaches to network neutrality and network management regulation in a two-sided market model: (i) no variations in Quality of Service and no price discrimination; (ii) variations in Quality of Service but no price discrimination; (iii) variations in Quality of Service and price discrimination but no exclusive contracts; and (iv) no regulation: the network operator can sell exc...
متن کاملInnovation through discrimination!? A Formal Analysis of the Net Neutrality Debate
We model the main arguments of the net neutrality debate in a two-sided market framework with network congestion sensitive content providers and Internet consumers on each side, respectively. The platform is controlled by a monopolistic Internet service provider, who may choose to sell content providers prioritized access to its customers. We explicitly consider the adverse effects of traffic p...
متن کاملAscertaining the Reality of Network Neutrality Violation in Backbone ISPs
On the Internet today, a growing number of QoS sensitive network applications exist, such as VoIP, imposing more stringent requirements on ISPs besides the basic reachability assurance. Thus, the demand on ISPs for Service Level Agreements (SLAs) with better guarantees is increasing. However, despite overprovisioning in core ISP networks, resource contention still exists leading to congestion a...
متن کاملWelfare Implications of Deviation from Network Neutrality: A Price Discrimination Application
This paper investigates how incentives of network operators to deviate from neutrality may create social costs or benefits in different market structures. The deviation from network neutrality is a general form of discrimination based on charging different prices for non-affiliated content and application providers. In this paper, deviation from network neutrality is formulated as a form of ver...
متن کاملThe Benefits and Risks of Mandating Network Neutrality, and the Quest for a Balanced Policy
A fundamental issue in the network neutrality debate is the extent to which network operators should be allowed to discriminate among Internet packet streams to selectively block, adjust quality of service, or adjust prices. This paper first reviews technology now available for traffic discrimination. It then shows how network operators can use this technology in ways that would make the Intern...
